Comparative studies show that all countries from the former Yugoslavia face minority problems as a factor of a permanent crisis of legitimacy. The minority issue remains the most vulnerable issue of these political systems and potentially the most explosive force in the context of their delegitimization. When solving these problems, the acceptance or replacement of the majority principle (model) of democracy with elements of the consensual model of democracy somehow became a practice in these areas.
