Abstract

The paper identifies the content of the state‘s obligation under Article 2 of the ECHR to plan and control the security operations in a manner as to minimise, to the greatest extent possible, the risks to the lives of all affected people through analysis of the
case law of the European Court of Human Rights. In addition, it applies the standards and criteria concerning the planning and control of security operations, which have been developed by the Court under the right to life, to the events that occurred in Kumanovo (Macedonia) on 9/10 May 2015 – a police operation which resulted in the deaths of both police officers and suspects. The paper attempts to answer what steps the authorities were obliged to take under Article 2 of the ECHR during the planning and conduct of this
operation. It does not provide final conclusions about the compatibility of the entire operation with Article 2 of the ECHR, but only a foundation for further research
