Abstract

On the same day, more precisely on September 8, when the thirtieth anniversary of the
declaration of the independence of our state was being marked, a tragedy occurred in the
Tetovo modular hospital intended for patients with Covid-19, which took 14 lives. In an
incredibly short time, the hospital was burned to the ground and despite the attempts of
rescuers, primarily fire-fighters, medical staff and the citizens (who voluntarily and on
their own initiative tried to help the injured as well as to help to localize the fire). The
causes of this tragedy are still insufficiently known, i.e., there is no official information,
which leaves room for various speculations and manipulations, which are accompanied by
false news, political black game and politicization of the case, which further complicates
such a complex situation, accompanied with hate speech present. In addition to the
competent authorities, the investigation also includes an expert team for fire expertise
from Germany, which was already on the spot and performed an inspection. Their
expertise is expected in the coming period. In line with our, as well as the already
accepted modern understanding of the concept of the victim and in connection with the
subject of the victimology (Nikolić-Ristanović, 2019, Bačanović, 2011), in this paper we
deal with the victimological aspects of this tragedy (accident). These types of accidents
especially raise the issue of the needs and assistance for both the direct and the indirect
victims. In that sense, the subject of this paper are, patterns of victimization, identification
of different types of victims (direct, indirect, primary, secondary and tertiary, etc.),
consequences of victimization (for victims, their relatives, witnesses and persons who
come into professional contact with victims) and consideration of the needs of victims,
especially those related to assistance and support, which above all immediately after the
accident, should be institutionalized, well-designed and continuous. In this context,
special emphasis will be placed on the need to provide psychological and psychosocial
assistance and support to victims, including support for overcoming the role of the victim,
as well as the adoption of minimum standards in the treatment of this category of victims.
The aim of this paper is to point out the importance, and thus affirm the need for
recognition and timely professional assistance and support to the victims and the activities
that society should undertake in this area in order to overcome the identified problems,
weakness and difficulties in the case of social reaction when it comes to this category of
victims, more precisely victims of accidents. From the victimological aspect, various data
sources were used in the analysis of this accident, more precisely media reports
(electronic, printed, portals, etc.) and appropriate literature dedicated to the help and
support of the victims
