Abstract

Access to justice provided for all citizens
under equal conditions is both a right
of citizens as well as an obligation for
state institutions. In Republic of North
Macedonia, state provided access to justice
is guaranteed under the Law on free legal
aid that provides opportunity for every
citizen, particularly those who live on
low income and belong to marginalized
categories to realize their rights with a
state provided support. However, the mare
adoption of a law does not mean a job
well done on its own. This paper provides
analysis on the instuitional capacities and
their appropriate regional distribution
throughout the country and how it affects
the provision of effective and efficient
services to citizens.
KEY WORDS: justice, free legal aid,
institution, administrative capacity.
