Abstract

The civilization "maturity" of a society is measured according to the equal approach in respecting human rights, regardless of the differences of their holders. In this regard, the right to education has a pivotal role for all and in all stages. But it's harder for people with disabilities. Measures to improve their status are more numerous in primary and secondary education, and much less in higher education. Its accessibility consists not only of access ramps or financial incentives for enrollment and study; but creating a truly dignified education. This is the main goal of this paper. By analyzing the legal solutions to determine whether and how much higher education in a few countries enables inclusion for people with disabilities under equal conditions. But also to initiate legal changes by which education can achieve its premise - equality in needs, equality of opportunity. Keywords: persons with disabilities, higher education, laws
