Abstract

The introduction of the state of emergency as special
constitutional-legal category based on the decision on proclamation pandemic caused the application of a series of measures to limit the the movement of citizens. Restrictive measures for the coronavirus can lead to 20 percent more domestic violence or more than 15 million cases of domestic violence in the world because the victims are imprisoned with their abusers, the Organization announced of the United Nations, warning that the pandemic could has "catastrophic consequences" for women. Ministry of labor and social policy of our country publicly encouraged everyone women facing any form of domestic violence or violence from their partner to report to 192, SOS lines, in social work centers or the nearest police station. At the same time, the non-governmental sector immediately requested the introduction of emergency measures measures to protect women and children as victims of family violence
violence. This paper examines the reasons for the increase in the number of family violence caused by the consequences of Covid 19 and the need to strengthen protection and access measures to the justice of the victims. A recommendation and an opinion are given at the same time to prevent the mass occurrence of domestic violence and parallel treatment of victims and perpetrators.
