Abstract
Within the framework of the paper, a comprehensive analysis of the impact of frequent changes in the regulation on the educational process in the primary education in the Republic of Macedonia is presented. After giving a clear overview of the notion and essence of quality education as well as its management, the basic standards at the international level are attached to the achievement of the same. Within this framework, a detailed analysis of the real situation regarding the needs and possibilities of the stakeholders in the educational system in a given society, as well as the importance of achieving inclusiveness in education, has been presented in detail. Furthermore, a framework for the implementation of an educational public policy is being promoted in order to inspect all necessary steps for achieving maximum efficiency and effectiveness of the offered solution. In order to become more familiar with the needs of reforming primary education in one country, the analysis includes a detailed overview of educational reforms in certain European countries in the 20th century, as well as the basics of the reform policy. Especially a key contribution to the work is obtained by interpreting the essence of education policy within the European Union, especially with regard to the basic guidelines of educational policy, as well as changes in the educational policy within the Union, and under the influence of globalization. An essential aspect of the analysis in this paper is presented in the framework of explaining the role and significance of the influence of frequent changes in the regulation on the educational process in the elementary education in the Republic of Macedonia. Initially, the basics of primary education in this country, and then the legislative framework in this domain, were analyzed. Its practical contribution, based on the theoretical aspects presented in the paper, is obtained through analysis and interpretation of the obtained results through conducted empirical research on the territory of the Republic of Macedonia in the domain of the educational process in the primary education. It is a research conducted by a target group of employees in primary schools on the territory of the Republic of Macedonia in order to see the level of their satisfaction with the analyzed issues which is a field of interest for scientific work and empirical research and analysis.
