Abstract
The education system and the quality of education in any democratic country should be among the most important priorities in which to invest. These investments must be of human and even material-economic nature. Investments in education are more than necessary in any country that wants to have sustainable social and economic development. This also applies to education in Kosovo, which has not been in good condition for more than two decades or which has signs of a permanent decline and is without perspective. Towards this explanation, we believe that part of the investments in the education system in Kosovo should be oriented towards the qualification or vocational training of students for teaching work, the socio-economic status of teachers and professional development during the working life in order to raise the quality of education in general, and students and pupils to achieve better success during the learning process.
Due to the decline in the quality of education in pre-university educational institutions in Kosovo, we focused on this research in order to find out more about the specific situation, through findings on the quality of teaching in pre-university institutions, student (teacher) training programs and the professional development of teachers who are now an active part of Kosovo's education system. Through this research, we also want to emphasize the role that the socio-economic status of teachers has for the quality of teaching in pre-university education. In order to solve this issue in the right way and with the necessary methodology, we considered it reasonable to divide the work into three basic chapters:
- The first part contains the definition of terms, theoretical data related to research in this area, the implementation of teacher training, professional development, legislation and socio-economic status of teachers in pre-university education in Kosovo.
- The second part covers the methodology in the research with the necessary technical and practical contents (purpose, tasks, hypotheses, population, research instruments, manner and time of conducting the research, etc.).
- The third part covers the analytical-empirical part of the research which is accompanied by key research data, an objective overview of the situation in Kosovo education and the necessary recommendations arising from the research. Also, this part is accompanied by the opinions of teachers and students (collected through a survey questionnaire) which we will present graphically and in tabular form.
The subject of this research is an assessment of the development of vocational training of teachers and its impact on the quality of study and the preparation of future teaching staff for pre-university education. The subject part of this research is also the socio-economic status of teachers in Kosovo and the connection of this status with the quality of teaching work, ie teaching. The professional development of teachers during the working life and its role in increasing the quality of teaching work will be considered as an integral part of this research paper. The survey covers about 23,200 teaching staff working in pre-university education in Kosovo and about 2,700-300 students from the four main teaching centers in Pristina, Prizren, Gjakova and Gjilan.
The main problems of this research are:
- Decline in the quality of education in pre-university institutions (primary and secondary schools in Kosovo).
- Low level of knowledge and skills of students during education, continuing education or employment.
- Lost trust and will of students to attend school in domestic educational institutions (public and private).
- Lost trust of parents and citizens in educational institutions due to declining knowledge of students and negative phenomena in schools.
The method of research depends on the purpose and subject of the research. This means that research by type is descriptive (descriptive), has a quantitative design and belongs to the group of theoretical-empirical research. The population in this research is huge and numerically determined. It covers about 26, 000 physical subjects, 23,170 teachers and 2,700-3000 students (I, II, III and IV) from the pedagogical faculties in Kosovo.
The research was conducted on a deliberate sample of teachers in pre-university institutions and students of the four pedagogical faculties in Kosovo, as follows:
- Teachers working in primary schools from I to V grade, teachers working in lower primary schools from VI to IX grade and teachers working in secondary high schools from X to XII grade.
- Students from I, II, III and IV year studying at the Faculty of Pedagogy in all four educational centers (preschool program, grade and subject teaching) and students from the Faculty of Natural Sciences and Mathematics in Pristina - Kosovo.
The research sample covers 2 to 7% of the total population. The measuring instrument used during the research is a questionnaire. The questionnaire is used to measure teachers' attitudes and contains several questions related to socio-economic status, in-service training (for teaching work) and professional development during working life. The questionnaire collected the opinions and attitudes of the students during the study (during the vocational training for teachers). The questionnaire was pre-piloted on about 50 subjects, and then used for the main measurement, ie to examine the attitudes of teachers and students in particular. The presentation of the research data was realized with Microsoft Office (Microsoft Office, 2010), ie with the programs word (word) and excel (excel), and the data processing with the statistical program SPSS 20.
