Abstract
The paper theorizes the need for establishing police cooperation and its development by defining its organizational structure, goals and forms of cooperation. The division of the paper in three geographic units (Europe, South Eastern Europe and the Republic of Macedonia) allows
consideration of obstacles and perspectives of international police cooperation at macro, regional and national level.
The international police cooperation in Europe is viewed as the most appropriate response for dealing with transnational crime that takes the form of intergovernmental cooperation and it is achieved between national police, through the UN, Interpol, EU agencies, regional security initiatives and other instruments for bilateral and multilateral cooperation. Police agencies and organizations are in the position to continually find solutions and resources for dealing with the forms of transnational crime, in a manner that guarantees the safety of the citizens in Europe.
There from derives the main subject of this work, which focuses both on the legal framework of
cooperation and the operational international police cooperation, its obstacles and directions of development.
Theoretical foundations of the thesis are supplemented by research through which the needs are perceived arising from the views of practitioners within police profession. The work becomes all the more significant due to the recommendations drawn from the analyses of the results obtained from the survey, the interviews conducted for the purposes of the doctoral thesis and the data
from the European police project COMPOSITE.
