Abstract
The main subject of elaboration of this thesis are the reforms of the police of The Republic of North Macedonia, which are essential for the country and represent the only way of building a democratic effective police organization which is close to citizens. Although the topic has been researched to an extent, we consider it necessary for it to be explored in terms of social change in the 21st century, as reforms are important and play an important role in strengthening the citizens faith in the national police and the ministry if interior in general. This paper also discusses other related aspects of social transformation of the police as the most visible manifestation of the governmental bodies which maintains public order and peace in the country.
For this reason the research is dedicated to social transformation, the function and role of the police in the society, the reforms of the North Macedonian police in the last two decades and new opportunities for their development. The reforms to improve the national police in terms of capacity is the main criterium for the integration of North Macedonia in the European Union. Therefore the period of police reform in North Macedonia corresponds to the period of fulfillment of the important provisions of the European acquis - the process of harmonization of domestic legislation with the legislation of the European Union. Within this thesis special emphasis will be places on the reports of MOI, the Ombudsman, the European Commission, the NGO sector and the results obtained for the thesis.
The listed reports and results made it possible to make an analysis to identify the factors which either hinder or enable the development of professionalization of the police. Subsequently these contribute to the conclusions and recommendations of the thesis, which will be available as proposals to stakeholders. Undoubtedly this paper will encourage further research in the field of police.
