Abstract
Tourism is one of the most important economic activities in the European Union, which has a major impact on the economic growth and development, employment and social development. Tourism is a powerful tool in the fight against economic stagnation and unemployment. However, the tourism sector of the Union faces a number of challenges.
Today, the European Commission is working on resolving issues related to European policies and measures.
In June 2010, the European Commission adopted a document titled "Europe, World No. 1 Tourism Destination - A New Policy Framework for Tourism in Europe". This document sets out a new strategy and action plan for EU tourism. European legislation affects all European citizens and businesses. Depending on the type of legislation, it can have a
direct impact (in its binding nature) and in other cases, it has an indirect impact (with the recommendations or legislative trends that mark the union).
The European Commission, recognizing the important role of tourism in the European economy, has increasingly been involved in tourism in the early 1980s, in cooperation with
the Council, the European Parliament, the Economic and Social Committee and the Committee of the Regions.
The Lisbon Treaty, which was signed on December 13, 2007, changed the Union's legal framework, altered its working methods and defined new and more comprehensive
powers. For the first time, tourism was mentioned in the Treaty between the political responsibilities of the institutions of the Union. Articles 6 (d) and 195 of the Treaty of Lisbon have added new competence to the European Union in the tourism sector and have changed
the institutional context of European tourism.
The purpose of this paper is to examine whether the policies of the European Union and its legislation on tourism in Kosovo are applied. It should be noted that this legislation is 7 specific to tourism, because there are a number of different areas related to tourism, for example, regulation of airlines' relationships, passenger rights and obligations, and the like.
