Abstract

ABSTRACT
The reform of public administration is a continuous process that takes place in countries with developed democracy and market economy, and therefore this process was inevitable and began to flow in transition countries as well. The continuity of the reform process is reflected in the constant adaptation and development of the administrative system, due to the rapid changes in modern society and globalization processes. The process of changing and redefining the role of the state in society is especially emphasized in countries in transition, where oversized, primarily command and control functions of the state should be replaced by regulatory functions that are more consistent with the market economy.
