Abstract
A remarkable turning-point in the determination of the security priorities was thought to be the adaptation of new foreign and criminal policies which had marked the end of the 20th and beginning of the new century in the spirit of liberalism. At the same time the mood for good interpersonal relations and the volition for combating together against the common assent harms and menaces, represent a good atmosphere in the international relations.
As a result of the new circumstances, in the form of proposed concept the human security had appeared. The same one is in the correspondence with the changes of repressive measures with the proactive and with the abandonment of military model of governance with the model of civil society.
In the modern international terminology, the term “human security” (Mk) is present more frequently. It should be an appropriate translation of the “human security” (en) which also presents a synonym which we met very often, and it is used for defining the same word. All mine opinions presented in this publication will relate to the interpretation of the human security and some citations and definitions from the other authors, international organisations and other sources taken in the original form and contain the term “human security” have the same meaning.
