Abstract
Twenty year-long experience in the application of management systems in the road economy has confirmed, that they are, at this moment, the best-developed method for planning works on certain road sections, establishing optimal moment and appropriate measures for intervention. In this way, the optimal choice, place, and time for investments are completely rationalized, and the profit is maximal.
Parallelly with the actuality of the works of the so-called "second generation", the system for evaluation of maintenance works on road network has become important. This system is, in fact, the process of constant attention on the condition of the constructed road network, and its estimation, and on that base, evaluation of the current maintenance strategies and planning the further activities with necessary financial resources. This complete, systematic approach, and planning investments in works so-called "second generation", provide the decision-makers on all levels of decision making, with the possibility of choosing the best maintenance strategy, which will enable the road network to function on the certain level of service, with maximal benefits for the society on the whole. Systems are so perfect, that they contain various programs for works with established technical standards in advance, for satisfying various requirements of the road network, and the costs of their performance.
The subject of this M.A. paper includes specially present relevant problems of systematic, coordinated, and complete management of roads with various maintenance programs, with the emphasis on the analysis of methods for their evaluation. The purpose is, through a detailed consideration of the whole structure of the system of maintenance, its elements, and models, to contribute oncoming of this complex and multidiscipline road action to the professional public in the Republic of Macedonia, where it still, hasn't been giving enough publicity.
Various approaches in particular stages of realizing the complex system for evaluation, as a result of the level of its development and specific social, political, and economical conditions in which it is produced, have, as a consequence, various concepts of systems for evaluation. Six systems are presented in the paper. The choice is performed on the basis of a particular characteristic specific for the way of conducting a certain phase of the system.
Keeping in mind the importance of evaluation in the process of development of the road network in the country, as an obligatory and very effective tool in proving needs for undertaking certain technical measures on the network, and testing its variants for selecting the optimal one, the special part in the paper is given to the analysis of the methods of various types of evaluation. The choice of the investment policy and accomplishing of the works of the so-called "second generation", which is the basic task of formulation and practical application of the evaluation systems in the process of good planning and creating the development of the road network, demand, investigating the influences of its condition upon the entire costs. In accordance with the title of this M.A. paper, besides the mentioned purpose, there is another one: through the analysis of different approaches in evaluation of the influence of the pavement condition on various types of costs, except of those which are presently enough relevant, to contribute to the further development and advancement of the evaluation systems.
As a result of the fact that the greatest number of quantitative data of the behaviour of the road relevant characteristics, refer to the characteristics of the pavement, as well as, possibility to foresee their changes as a consequence of the influencing factors, various models are analyzed in the paper, to foresee the condition of pavement.
Practical application of the methods for evaluation the quality of present road network is demonstrated on two roads in Macedonia, by the use of RODEMAN, as part of model HDM, which refers solely to the maintenance activities, and MODUP which is produced in our conditions.
