Abstract

Croatia is one of the most rural countries in Europe with 56,30% of the total population as a
rural population. Besides numerous efforts ranging from EU support to systematic national official measures to
curb negative rural tendencies, it still remains as one of the biggest challenges for the national and regional
governments since the country’s independence. The goal of the research in the paper is to examine some of the
crucial socio-economic relationships in the predominantly rural regions on County governmental level in
Croatia during IPARD period between 2007 and 2013. The correlation matrix calculated in SPSS incorporated
a total of six variables i.e. higher education graduated students, legal entities, public sector legal entities,
unemployment, migrations and exports. The correlation results are mixed. While some of the relationships
between the variables are statistically significant either in positive or in negative direction, the rest of the relationships showed an absence of any relationship between the variables. The conclusions are that County
governments in Croatia must permanently track and calculate the relationships between the key socioeconomic trends in rural regions in order to successfully locate and intervene with policy measures against the
negative socio-economic events.
