Abstract
The Committee for Accreditation and Evaluation of Higher Education has played an important role in the activities for establishing and starting with the work of higher education institutions, as well as for starting with the work of new study programs with the adoption of the Law of Higher Education in 2008. The board's mission
according to the statements of the politicians at least) is promotion of the higher education system in order to ensure the continuing quality of the higher education process. This law, with over 20 amendments, if we see the agenda of a new political that is set in power, is "living" its last days. A public debate on the draft version of a new Law of Higher Education is underway, which should be adopted statements, by the end of March this year , according to politicians'.
Re-accreditation as a process, although in a more vicious form was introduced in the low in 2008 , but explicitly
envisage is in the text of the draft of the new law. If you are talking with the academic staff most of them, especially those in the governing bodies of faculties and universities, will tell you that accreditation, and especially reacreditation, brings more problems than increasing the quality of the higher education process. Opinions in the stated direction begin with the decisions for the personal composition of the accreditation board in terms of who, how much and how it proposes and elects its members. Nobody from the academic field has said and does not require the establishment of higher education institutions and the introduction of new study programs to be outside of a certain legal and secondary legislation, ie there are no prescribed conditions whose fulfillment is necessary for performing higher education activity within public or private higher education institutions through accredited study programs. The
problem that higher education institutions burdens the most is the need for re-accreditation of study programs and the period in which it should be done. Namely, the defined deadline of 5 years for re-accreditation is a shortcoming because is something that is determined by the scope of activities (preparation of elaborates, technical activities - photocopying, shortening). If we take into consideration all activities for completing this process, it follows that within the defined period of 5 years after 2 years they should spend for preparing of the documentation for reaccreditation.
The financial implications that reaccreditation brings are significant, given the outflow of financial resources that the higher education institutions have currently. Furthermore, this paper will provide a parallel analysis of the legal solutions from the still applicable Law of Higher Education and new proposals, as well as proposals for improvement in this area.
