Abstract

The public sector or the state apparatus is an area that is characterized by constant changes, adaptations and improvements, and it is facing various problems, difficulties and specific features. As one of the important stakeholders in this sector, it is responsible for providing professional assistance in order to increase the quality, quantity and profitability of public administration,with optimal utilization of available resources. The permanent upgrade of human capacitiesand system processesis imposed in line with thefluctuations, tendencies towards public sector progress and efficiency,strengthening and improvement. This led to the need for the development of an appropriate document, which is the foundation on which the institutional and systemic orientation is being upgraded. This initiative is primarily a formalization of the activities and processes and their formal visualization, which projects the overall publicsectoroperation on paper. Also, this Functional Reviewsets the organizational and functional bases for the development of human resources, its basic features, upgrade, adaptation and aspiration towards ahigher quality and efficiency. Therefore, the flexible character, which by adaptingthe public administration to modern trends in the field of advisory services, will be characterized by permanent upgrade, and could correspond with contemporary trends and progress in public administration.Functional Review(FR) is a tool for change management, ie research that aims to strengthen the efficiency and effectiveness of public services. It consists of collecting data regardingfunctions conductedby public institutions and analyzing the objectivesof the organization and its employees. It creates the means by which the public institution can carry out self-analysis of its performance and initiate a process of improvement.
