Abstract

Amid heightened geopolitical tensions and complex security challenges, hybrid threats pose significant challenges to the institutional stability and democratic development of modern states. Owing to its EuroAtlantic orientation, geopolitical position, and existing institutional vulnerabilities, the Republic of North Macedonia may be exposed to political and information influence, criminal activities, and cyber threats.
The paper analyses organised crime and corruption as factors that can create and deepen institutional vulnerabilities and facilitate hybrid action. It also examines the implications of contemporary digital threats for democratic institutions, the rule of law, and public trust. The research employs a qualitative approach based on relevant scholarly literature, international reports, and strategic documents, together
with a comparative analysis of four case studies. The findings indicate that strengthening national resilience requires an integrated approach combining institutional integrity and the rule of law with digital resilience, cybersecurity capabilities, and interinstitutional cooperation.
