Abstract

Educational systems are crucial in developing human capital and ensuring socio-economic stability while
reflecting national traditions, cultural values, and historical contexts. The European Union recognizes education
as a key driver of competitiveness, innovation, and employability, leading to policy initiatives and strategies aimed
at modernizing educational systems. Quality education is the most important factor in individual and societal
development. A high level of knowledge, competencies, and skills is widely recognized as essential for active
citizenship, employment, and social cohesion.
Managing educational systems is a complex process that involves organizing, planning, supervising, controlling,
and coordinating activities at all levels of education, from preschool to higher education. As a process, it should
always monitor socio-cultural, economic, technical-technological, and political-legal developments as external
influences and adapt them to the internal structure of the institution to which it relates. The effectiveness of
managing educational systems is essential for sustainable educational development and contributes to social and
economic progress. The main objective of this process is to ensure the effective and efficient functioning of
education institutions, meet education goals and standards, improve the quality of teaching, encourage innovation
and improve curricula, align education programs with labor market needs and societal demands, increase
accessibility and inclusiveness in education, and ensure equity in educational institutions. This paper focuses on
the key components and primary factors of education management policies that significantly impact the reform
and modernization of educational systems.
