The modern world is facing changes in international relations, a shift in the center of power at the regional and global levels, new political processes, technologies, and weapons.
New geopolitical tensions have offered stark evidence that the security challenge for the European Union is growing, increasingly volatile and accentuated by the hybrid nature of many threats. Security also needs to respond to changes in society and technology.
In the paper, the author will define the term hybrid threats. He will then analyze the 2023 Security Union Strategy - designed to equip the European Union with tools to better counter the development of the threat (facing crises caused by the pandemic and war, tackling organized crime and terrorism, and combating radicalization).
In the final part of the paper, the author states that the Strategy sets out activities to support Member States in achieving the strategic goal - Strengthening the Security of Citizens in the European Union; The Strategy also sets out numerous tools that are being developed and strengthened to improve the European Union's ability to effectively deal with hybrid threats.
The content will be created based on the analysis of foreign literature and using electronic content. In preparing the content of the paper, the author used the general scientific methods: the descriptive method, the normative method, the comparative method and the content analysis method as a special scientific method.
