Abstract

The civil surveillance is a special and additional form of surveillance over the work of the security intelligence services that needs to be conducted by the public/ the civil sector. In the Republic of North Macedonia this type of surveillance is represented by the Council for Civilian Supervision. In this paper we will give an overview and presentation of the current state of functioning of the Council for Civilian Supervision, we will analyze the competencies and the supervision functions it has according to the law. A special emphasis will be placed on the shortcomings and the weaknesses of the position in the system and the need for upgrading and improvement to prevent possible misuses.
