The Higher Administrative Court of the Republic of Macedonia has commenced functioning as a second instance administrative court. No special rationalizations were offered when the decision on its constitution was made. This procedure was absolutely criticized by the experts, although their positions had no impact on the decision-making process. The functioning of the Higher Administrative Court has not initiated any significant interest in the public. Therefore, the objective of this study is to make a step further and analyze its efficiency. A brief analysis of the norms in the Republic of Macedonia governing the organization of the administrative judiciary will be made to accomplish this objective and comparative data will be presented thereof in countries that use different models of administrative judiciary organization, as well as an analysis of the data on the operation of the Higher Administrative Court and its constitution by 2015. Normative, comparative and data analysis methods will be used in the development of this study.
