Abstract

To enroll at one of the universities in the Republic of Macedonia today is an achievable goal, having in mind the large number of state and private higher education institutions. It is realistic to expect that precisely such "benefits" in higher education are in reverse proportion to the level of corruption in it and that it is decreasing. Unfortunately, corruption not only continues to exist in this important segment of society, but has also adapted to the new circumstances, changing only its emergent forms.
Despite the numerous modern methods for its prevention, detection and proofing, persons directly affected or witnessed by corruption in the higher education sector are still central, and who in the further procedure appear as whistleblowers or witnesses. Their specific role and significance for the outcome of the proof, inevitably require their proper protection, not only during the procedure, but even more so after its completion. That is exactly the intention of this scientific paper - to recognize and recommend the best opportunities and instruments that will enable these individuals to fulfill their role in the procedure, with simultaneous maximum protection and realization of their guaranteed rights. In that direction, several cases from the judicial practice in a few countries, will be analyzed as a useful experiences.
