Abstract

Talent management as a complex system of activities incorporates the following individual and organizational phases: planning, attracting, selecting, motivating, developing, and retaining talent for the purpose of gaining a competitive organizational advantage. Management in industries and services faces new challenges in regards to new models of development strategies in which nurturing and attracting talent will be one of the primary organizational strategies.
This paper is an action research carried out in 45 elementary and middle schools in the Republic of North Macedonia, where I collaborated with 372 teachers, 50 professional associates, and 42 principles. The research explores the effect a system of standardized teacher competences has on establishing talent management in schools. Defining necessary standards, i.e. a system of standardized competences that elementary and middle school teachers should possess, would enable career development, which in turn provides the basis for implementing talent management in schools. The paper incorporates a variety of research methods and techniques. Teachers, professional associates, and principles from state elementary and middle schools have been interviewed for the purpose of the research.
Achieving functional management in schools would be a new challenge for our educational space, in which finding talent would be the primary target for each organization seeking to raise its level of institutional functions.
