Abstract

Abstract: Critical entities, as providers of essential services, play an indispensable role in the maintenance of vital societal functions or economic activities in the internal market in an increasingly interdependent Union economy. Critical entities should be in a position to reinforce their ability to prevent, protect against, respond to, resist, mitigate, absorb, accommodate and recover from incidents that have the potential to disrupt the provision of essential services. In the introductory part of the paper, the author will analyze the content of a new proposal for a Directive on Resilience of Critical Entities (COM/2020/829) was selected, together with a supporting impact assessment. Then the author will analyze certain terms according to DIRECTIVE (EU) 2022/2557 OF THE EUROPEAN PARLIAMENT AND OF THE COUNCIL of 14 December 2022 (‘critical entity’, ‘resilience’, ‘incident’, ‘critical infrastructure’, ‘risk assessment ’ etc.).
Each member state has until January 17, 2026 to adopt a strategy to strengthen the resilience of critical entities. The author determines the elements that the strategy should contain.
Within the framework of the paper, the author also analyzes the need for the protection of critical infrastructure in the Republic of North Macedonia by analyzing the provisions of the Proposal – the Law on Critical Infrastructure (protection and building resilience of critical infrastructure, identification and determination of critical infrastructure, building of the national system of protection of critical infrastructure, determination of national and European critical infrastructure, etc.).
In preparing the content of the paper, the author will apply the general scientific methods: the descriptive method, the normative method, the comparative method and the content analysis method as a special scientific method.
