Abstract

Shaping the preference of demands or interests of another through "soft power" is reflected in the ability of a country's foreign policy. The main strategic goal of Montenegro's foreign policy is the EU accession and Euro-Atlantic integration processes. The process of accession to the European Union is shaped by the harmonization and transposition of the acquis communautaire into national legislation, which is divided into 33 negotiating chapters for Montenegro. Montenegro has opened all chapters, while three have been temporarily closed: Chapter 25 - Science and Research, Chapter 26 - Education and Culture and Chapter 30 - External Relations. The Chapter 27 - Environment and Climate Change was opened on December 10, 2018, togather with obtaining the final criteria for closing the Chapter and meeting EU standards in the field. The Ministry of Ecology, Spatial Planning and Urbanism (former Ministry of Sustainable Development and Tourism) of the Government of Montenegro coordinates the process of harmonization of Chapter 27, in close cooperation with the Agency for Nature Protection and Environmental of Montenegro. In addition to required expertise, a set of professional skills and capacities that reflect the “soft power” of institutions are needed for the negotiation process and the closure of Chapter 27. Particular “soft power” thar is embodied in knowledge, awareness and important professional (soft) skills (communication, information, and other skills) was analyzed through questionnaires, interviews and focus groups in the period 2015-2020, with two main target groups, students of the University of Montenegro and employees of main governmental institutions in the respective filed, namely of the Ministry of Sustainable Development and Tourism and the Agency for Nature Protection and Environmental. Two target groups present the base for understanding the starting points - knowledge and awareness among students of relevant study programs in the field of environmental protection as future staff to work in government agencies, and skills among employees in key institutions for Chapter 27 as carriers of the harmonization and transposition - thematic implementation of the negotiation process in the field of environmental protection. Montenegro, which according to its Constitution, Article 1, paragraph 2, states that it is an ecological state, has the obligation to adopt and apply the highest standards and norms in the field of environmental and nature protection, and economic development, respecting the principles of sustainability. Euro-Atlantic integration processes have imposed the conditions for accession, which requires political, economic and professional infrastructure to implement the reforms needed for this complex process. Since independence in 2006 and especially since the adoption of the initial benchmark for Chapter 27 in 2016 until 2020, the state of Montenegro has made significant efforts in the process of harmonizing legislation

with the EU acquis communautaire, through adoption of various legal resolutions. Due to the scope of Chapter 27 legaly binding regulations (over 200 acts), and the nature of constant change and adaptation of EU acquis communautaire in line with new knowledge and/or socio-economic development, the required expertise and knowledge counts heavily on other soft skills necessary to implement the accession process. The conducted research and analyzed data are presenting in both quantitatively and qualitatively aspects the need for further strategic planning of strengthening professional skills and capacities of the existing staff at the two key state institutions for the accession process of Chapter 27. Implementation of the human resource and personnel policy in regard to Chapter 27, requires the harmonization of the higher education curriculum that will convey to students the requirements of Chapter 27 and future continuous harmonization of legal regulations for implementation of environmental protection, as well as enable thorough planning and attaining "soft skills" strengthening of the of new and existing staff, in order to effectively carry out the negotiation process in accordance with its obligations, but taking into account Country’s needs and potentials.
