Abstract

Modern countries support the development of tourism as a significant export industry, a source of income and an opportunity for higher employment. In the general global competition, among the large number of destinations in the world, the countries must allocate significant financial resources in order to create preconditions for tourism development and development of their comparative competitive advantage. Given Kosovo's unfavorable competitive position in the world, low investment rating, the impact of the global economic crisis on the inflow of foreign direct investment, as well as lack of investment for projects, the Government of the Republic of Kosovo sees its chance for
development in specific forms. of public-private partnership and creating an environment for their implementation, following the example of positive international practice.
The forms and methods of investment are conditioned by the investment strategy of the investors, on the one hand, and options allowed by the national regulations, on the other hand. The mutually significant and complex relationship between a private partner and a national business entity in a public-private partnership project is multiplying several times. In addition to the economic and legal ones, they also gained significant social and political dimensions,
especially when it came to capital investments in national infrastructure.
Therefore, Kosovo, due to limited financial resources, is looking at public-private partnership projects, another opportunity to revitalize existing businesses, improve their
activities, activate new capacities and create new jobs. The aim of the paper is to point out the opportunities provided by the public-private partnership, through long-term organizational models and procedures, in order to raise the competitive position of tourism in Kosovo and facilitate public finances.
