Abstract

Disaster Risk management (DRM) and Disaster Risk reduction (DRR) although used interchangeably, DRM can be thought of as the implementation of DRR, since it describes the actions that aim to achieve the objective of reducing risks. DRM is in fact an operationalization of DRR.
Although there is a global framework and intensive international activities for several decades, the academic, professional and political public is indisputable that these concepts are being developed at the regional, national and most importantly - local level. The local context and capacity to identify and manage risks in order to function as a resilient community is of critical importance. The questions are elaborated theoretically, but also the elements of these systems (Crises Management System and Disaster Risk Reduction) in North Macedonia are presented.
Overall, along with Environmental protection these concepts contribute for achieving the overall objective for Sustainable Development, defined as Sustainable Development Goals (SDG).
North Macedonia on declarative and normative level is following most of the important Standards and has incorporate them on national level. This is also in the case being member of every relevant body in the International Community as active member. The country is a member in the European Forum for Disaster Risk Reduction (regional platform), also in the Euro-Atlantic Disaster Response Coordination Center (EADRCC), which is NATO's civilian response mechanism, and, of course, membership in The European Civil Protection Mechanism of the European Union.
The indicators for identifying and managing crises and reducing risks in the country have also been identified. The paper can also observe the alignment of national mechanisms with international actions in this area, as well as the programs and standards adopted in disaster risks reduction in the country, in this way making visible the complexity of this matter.
The paper consists of 6 parts. Introduction; Crisis, Emergiencies and Disasters, Crisis and Disaster Management, Risks and hazards in North Macedonia, overview of integrating national platform for drr in disaster risk reduction system in North Macedonia, Concluding remarks.
