Abstract

Abstract:. With the constitution of the Republic of Macedonia as an independent state and the adoption of the Constitution of November 17, 1991 and the Law on Local Self-Government of October 26, 1995, in the country to establish and started the construction of the system of local self-government as a fundamental value of its constitutional order. Construction of the system of local government as one of the main elements of a modern and regulated democratic society in our country all these years has been slow, indecisive and incomplete and as a result it still have unfinished and incomplete local government.
The creation and implementation of the political process in many countries is based on parliamentary democracy. In this framework, many countries have a long tradition of citizen participation in the exercise of local government and local democracy. Nevertheless, all require new koplementarni ways to involve citizens in the creation and implementation of the policy that the political processes at the local level. The government, whether state or local need and must invest adequate time, resources and commitment in building important legal, political and institutional frameworks in developing adequate means of evaluating their own commitment to involving citizens in the design and conduct of political processes or policies locally. Inadequately designed and used measures of informing and consulting the citizens as well as insufficient knowledge of legislation on local self-government on the opportunities offered for civic participation can disrupt already nedodefiniraniot and incomplete system of local government that distort relation local vlast- citizen, where citizens remain mute spectators of the events locally.
