Abstract

The aim of this paper is theoretical review of the role and significance of market forces and competitive
relationswhich they produce on the development and innovation in the production and delivery of public
services. To achieve the goal, the methods of comprehensive analysis are used on the theoretical
achievements in this field in literature combined with the historical method that allows the analysis of case
studiesthrough numerous examples of the practice of functioning of the public service system, especially in
the developed countries. The results of the research point to numerous tendencies, i.e. market impacts and
competition on the functioning of public organizations. On the opposite of the so-called administrative
programs, the very so-called structuring the market is one of the main featuresof modern economies which
enable the creation of new, innovative mechanisms in the production and delivery of public services. One of
the ultimate key results would be the creation of a market-oriented, entrepreneurial-oriented public
organization that in many aspects of organizational development would function similarly to private sector
organizations. As a result of the introduction of market mechanisms, competition would improve the quality
of production and the delivery of public services. In doing so, it would also have achieved a very significant
effect, i.e. breaking the monopoly positions of public organizations in many aspects of the social life, I.e.
education, culture, sports, etc.The conclusions from the analysis of the results of the research are of great
importance for managers in public organizations. This contemporary philosophy of reflections redefines the
role of the public sector in creating innovative-oriented public organizations.
