Abstract

The optimal evolution of the road network in a country, means in spit of all, projecting, constructing, maintaining, and exploitation of the roads in such a way to satisfy the traffic demands.
In plenty of ways to attain the above mentioned are: to describe as much as possible correctly the legalities of movement of vehicles by knowing the interaction and concrete values of the basic parameters of the traffic flow in real but nearly ideal road and traffic conditions, as well as the analysis of the capacity,(passing opportunities), of a section in all kinds of roads, taking into consideration the common impact of the variations of traffic flow in time and in space, so-called temporal variation in space and in traffic lanes.
The basis for this analysis is various models and regimes of interactions, as well as, the methodologies for computation the practical capacity which are presented in the literature on this subject, originating from: various editions of world publication for researching road capacity, HCM, as well as the researches which were performed on the Faculty of Transport and Traffic Engineering in Belgrade.
On the basis of the results of measurements of maximal flow and speed at the maximal flow on the roads in Yugoslavia, was established that the interactions of the basic parameters of traffic flow are such that one value of the traffic lane basic capacity of 2200PA/ph is realized on the interval of values of speed and interval of values of density at capacity.
Analyzing the impact of the temporal variation in space on the practical capacity of various kinds of roads, it was established: The mentioned variations of traffic flow influence on the practical capacity of highways sections, especially if it is observed totally, in both directions.
Checking the values on the deterministic simulation model, in fact, analysis has been performed of the legalities of movement of the passenger cars on the basic section of a two-lane highway with ideal geometry at practical capacity, for various directional distributions of traffic flow, starting from the 50:50 uniformly directional split of traffic, up to the extreme distribution of 100:0.
