Abstract
This research examines human security as an analytical and normative framework for advancing human development, with particular attention to its relationship with governance quality and broader peace and stability outcomes. Moving beyond state-centric and purely economic understandings of development, the study adopts a human-centred approach that prioritises the protection, well-being, and empowerment of individuals and communities as core development objectives. In line with the Sustainable Development Goals, the research explores how human security can provide an integrative framework linking development, governance, and social stability. The central research question asks how human security contributes to advancing human development by
addressing structural, socio-economic, and institutional sources of insecurity that constrain development outcomes. Particular emphasis is placed on the role of good governance
principles—such as accountability, transparency, inclusiveness, and public trust—in enabling human security-oriented development strategies. The study further examines how governance arrangements mediate the relationship between human security and development performance. Methodologically, the study is based on a qualitative literature review and a quantitative correlation analysis. The literature review examines key theoretical and policy contributions on human development and human security, drawing on established academic works and international frameworks. In addition, the study employs correlation analysis using internationally recognised datasets to assess the relationship between the Human Development Index (HDI) and the Global Peace Index (GPI). This combined approach allows for both conceptual understanding and empirical assessment of the human development–human security nexus.
