In this process, bilateral issues must not become an instrument for conditioning and blocking European integration. In the final part of the paper, the author concludes: The Republic of Serbia and all other countries in the Western Balkans region should continue to implement reforms, improve capacities for building resilience, and implement strategic policies aimed at being stable and predictable actors in the region and in the broader international environment.
