THE NEED FOR ESTABLISHEMENT OF NATIONAL INFRASTRUCTURE OF SPACE DATA BY MEANS OF GIS TECHNOLOGY IN ACCORDANCE WITH INSPIRE

Abstract

The advancement of computer technology and corresponding software multiplies the number of possibilities for visual and virtual presentation of the world that surrounds us. The Geographical Information System (GIS) is one of the benefits of such advancement and we already know of the three-dimensional GI Systems which provide three-dimensional topographic maps with no time, space or topic limitation. The introduction of a European infrastructure system that enables access to integrated space data for all GIS technology users is a very significant initiative intended in R. Macedonia. The GIS technology encompasses the advancement of information technology, geodesy, cartography, geography and alike. The potential benefits of the GIS technology are: better cartography service; decrease of the manual sets of stored maps as well as the costs of the same; higher efficiency which enables capacity and storage growth; quick and full access to geographic data through authorized ministries; improved analyses of all fields, distances, samples etc.; better communication with the public users; higher service quality; easier goal reach and service coordination; enhancement of productivity by wider span of information; improved efficiency in map updating etc. It is possible to establish the infrastructure of space data only in cooperation and mutual understanding among all participants in the process (municipal and local authorities, the academic sector, the private sector, professional associations and other interested parties). In order to provide an infrastructure in the state and in accordance with the European standards, the INSPIRE principles are to be respected and directions leading towards long-term, efficient, and modern infrastructure based on the latest technological advancements are to be taken. The INSPIRE vision includes: collecting and storing data only once, and at the most effective level; simple combination of the data collected from different sources from all over Europe and easy access for the numerous users; all level use of the information gained at one level, detailed information, general strategic information; wide use of the geographical information necessary for management of all levels; easy way to learn which geographic information is available; satisfactory for certain uses and the conditions under which it can be obtained and used, easily understandable and interpretable geographic information, with adequate archive and visualisation in an attractive context for the users. If INSPIRE recommendations are not followed, incompatibility of information may be caused i.e. incompatibility of the information systems, fragmentation of information, and their folding into one another which eventually results into lack of coordination outside the borders of the country, as well as among the levels of the state institutions which are the main information providers. Data use policy comes on the stage (copyright, access policy and licence). NSDI offers possibilities for geographic data creation and by means of methods and technologies it leads towards standardization of the same. By browsing the data base it enables access to geographic data and use of the same by all interested parties (Public Security Service, Health Care Service, Land registry, The Waterworks etc). It also disables duplication of geographic data which certainly saves money and time. How to get to NSDI? Some of the ways are: presentation of the benefits of GIS to the Nation and all the others interested; activating GIS (for use and benefits) in the curriculum of the universities as well as in the other educational and academic institutions; organizing seminars and symposiums where people involved in the development of this technology can meet and exchange experiences; Exchange of GIS technologies and ideas, Internet premise and forum equipment for on-line discussions.

INTRODUCTION
The scientific INTERNATIONAL conference held on 27th March 2009
(Friday) at the FON University in Skopje.
Basic theme of the Conference was the elaboration of the importance of
developing the National Spatial Data Infrastructure (NSDI) of the
Republic of Macedonia based on INSPIRE directive and using GIS
technology. That means the technology, criteria and standards for sharing spatial data through
the Internet, which will provide all stakeholders, customers and clients with faster, easier and
simpler access to Macedonian spatial data.
This conference was mainly focused on the implementation of the European criteria for
organizing digital spatial data and their impact on all fields in Macedonia, having in mind that
its quick realization constitutes a basic condition for the integration of Macedonia in the
European Union.
Better solutions were proposed for the most appropriate way of the structuring of official
Macedonian spatial data and their full compatibility between relevant institutions responsible
for collecting, structuring, archiving, updating and analyzing spatial data according to their
legal mission and obligation. The legal aspects and penalization for any violations were also
the themes of discussion.
This scientific conference had a high positive impact on the education of wider scientific and
expert organizations, institutions, companies and agencies, responsible for developing and
implementing the Macedonian NSDI based on INSPIRE directive, and all other state
functional processes related to the Macedonian NSDI.
NSDI is a part of the new Macedonian law for Real Estate Cadastre, giving the obligation for
its development to the Agency for Real Estate Cadastre. The scientific conference helped
defining the basic criteria for the first practical steps forward, as well as achieving closer
cooperation between relevant governmental institutions for its development.
Through scientific and practical solutions presented by many scientific institutions,
governmental and private sector organizations, various methodologies and ways for realizing
the goal were putted forward, which will allow finding the probably best-appropriate-common
way for developing the Macedonian NSDI.
Developing and implementing the NSDI according to INSPIRE directive is a trend and
primary goal of all European institutions responsible for collecting, structuring, archiving and
updating of spatial data.
Participation of professionals from the other Balkan countries in the conference gave the
opportunity of sharing their experiences in developing the NSDI in their countries.

Dear guests, Ladies and the Gentlemens.
Causes me great pleasure and honor the fact that today as many
times now have the opportunity on behalf of my institution
"Independent researcher Dr. Boris Nikodinovski" as initiator and
co-organizer to maintain this international scientific conference to
greet you with a desire to successful work and pleasant stay in the
capital of our country Macedonia.
I am happy that this aditorium comprising renowned professors
from several European universities and experts, representatives of
the EU, which fully confirmed my vision of creating the first
private research institution in the Republic can give good results in the development
of scientific research activities.
The pleasure is even greater because of the fact that it comes jubilee 10th scientific
conference organized in this excellent facility which is offered by the FON-first
private university in Macedonia, so in behalf of all of us I express gratitude and
appreciation to the General Manager Mr. Sefer Canoski.
On this occasion I would like to welcome representatives of certain state institutions
that showed interest in participation since the implementation of national spatial data
infrastructure is a process of high public interest, and certainly one of the numerous
conditions for faster eurointegration of the Republic of Macedonia.

ABSTRACT
The advancement of computer technology and corresponding software multiplies the number
of possibilities for visual and virtual presentation of the world that surrounds us. The
Geographical Information System (GIS) is one of the benefits of such advancement and we
already know of the three-dimensional GI Systems which provide three-dimensional
topographic maps with no time, space or topic limitation. The introduction of a European
infrastructure system that enables access to integrated space data for all GIS technology users
is a very significant initiative intended in R. Macedonia.
The GIS technology encompasses the advancement of information technology, geodesy,
cartography, geography and alike. The potential benefits of the GIS technology are: better
cartography service; decrease of the manual sets of stored maps as well as the costs of the
same; higher efficiency which enables capacity and storage growth; quick and full access to
geographic data through authorized ministries; improved analyses of all fields, distances,
samples etc.; better communication with the public users; higher service quality; easier goal
reach and service coordination; enhancement of productivity by wider span of information;
improved efficiency in map updating etc.
It is possible to establish the infrastructure of space data only in cooperation and mutual
understanding among all participants in the process (municipal and local authorities, the
academic sector, the private sector, professional associations and other interested parties). In
order to provide an infrastructure in the state and in accordance with the European standards,
the INSPIRE principles are to be respected and directions leading towards long-term,

efficient, and modern infrastructure based on the latest technological advancements are to be
taken. The INSPIRE vision includes: collecting and storing data only once, and at the most
effective level; simple combination of the data collected from different sources from all over
Europe and easy access for the numerous users; all level use of the information gained at one
level, detailed information, general strategic information; wide use of the geographical
information necessary for management of all levels; easy way to learn which geographic
information is available; satisfactory for certain uses and the conditions under which it can be
obtained and used, easily understandable and interpretable geographic information, with
adequate archive and visualisation in an attractive context for the users.
If INSPIRE recommendations are not followed, incompatibility of information may be caused
i.e. incompatibility of the information systems, fragmentation of information, and their
folding into one another which eventually results into lack of coordination outside the borders
of the country, as well as among the levels of the state institutions which are the main
information providers. Data use policy comes on the stage (copyright, access policy and
licence). NSDI offers possibilities for geographic data creation and by means of methods and
technologies it leads towards standardization of the same. By browsing the data base it
enables access to geographic data and use of the same by all interested parties (Public
Security Service, Health Care Service, Land registry, The Waterworks etc). It also disables
duplication of geographic data which certainly saves money and time.
How to get to NSDI? Some of the ways are: presentation of the benefits of GIS to the Nation
and all the others interested; activating GIS (for use and benefits) in the curriculum of the
universities as well as in the other educational and academic institutions; organizing seminars
and symposiums where people involved in the development of this technology can meet and
exchange experiences; Exchange of GIS technologies and ideas, Internet premise and forum
equipment for on-line discussions.

APSTRAKT
Sledeweto na evropskite direktivi vo implementacijata na Nacionalnata infra-
struktura na prostornite podatoci (NIPP) vo Republika Makedonija e mnogu
zna~ajno i vodi kon usoglasuvawe na infrastrukturata na prostornite podatoci vo
dr`avata, i na evropsko nivo. Za taa cel treba da se po~ituvaat principite na
INSPIRE, naso~eni na dolgoro~na, efikasna i moderna infrastruktura preku
primena na najnovite tehnolo{ki dostignuvawa. Na takov na~in bi se izbegnala,
nekompatibilnosta na informaciite, fragmentirawe i preklopuvawe na informa-
ciite, nekoordiniranost so informaciite od ostanatite Evropski dr`avi i vnatre
pome|u nivoata na dr`avnite institucii itn.
Inicijativata za voveduvawe na evropski infrastrukturen sistem koj }e ovozmo`i
pristap do integrirani prostorni podatoci za site korisnici vrz osnova na GIS
tehnologijata e zna~aen poteg koj se planira vo Republika Makedonija kako del od
politikata za evrointegracija i sozdavawe na edinstven globalen sistem na
podatoci vo Evropa. Infrastrukturata na prostornite podatoci mo`e da se
vospostavi samo vo sorabotka i preku razbirawe na site u~esnici vo procesot (op-
{tinskite i lokalnite vlasti, akademskiot sektor, privatniot sektor, profesio-
nalnite dru{tva i drugi interesenti).

1. VOVED
Vizuelnoto pretstavuvawe na svetot od sekoga{ go privlekuvalo vnimanie-
to na lu|eto, pri{to obidite za opi{uvawe se dvi`ele od primitivnite
prvi~ni crte`i na glina i keramika, preku geografskite karti na hartija,
se do dene{noto elektronsko prika`uvawe na svetot so pomo{ na kompju-
terskite smeta~i. So usovr{uvawe na kompjuterskata tehnologija i sood-
vetniot softver, ima mnogu mo`nosti za vizuelno i virtuelno prika`uva-
we na svetot koj ne opkru`uva. Geografskiot informacionen sistem (GIS)

e edna od pridobivkite na ovoj razvoj i denes se zboruva za trodimenzional-
ni GIS sistemi koi obezbeduvaat trodimenzionalni topografski karti
bez vremensko, prostorno ili tematsko ograni~uvawe.
GIS tehnologijata obezbeduva brz i ednostaven pristap na prostornite
podatoci za korisnicite i efektivnosta na dr`avnite javni organizacii
zavisi od istata. Vospostavuvaweto na Nacionalna infrastruktura na
prostornite podatoci se javuva kako neophoden ~ekor kon edna standar-
dizirana struktura na nacionalno nivo so mo`nost za brz i lesen pristap
do posakuvanite podatoci. NIPP uka`uva na va`nosta na prostornite
podatoci, ja zgolemuva mo`nosta za nivno koristewe od strana na koris-
nicite, nudi institucionalna sorabotka na lokalno i dr`avno nivo, kako i
kompatibilnost na prostornite podatoci na globalno nivo. Sledeweto na
INSPIRE (Evropska infrastruktura na prostorni podatoci) preporaki-
te ovozmo`uva izgradba na NIPP koja gi ispolnuva baranite celi, kako
{to se lesno dostapni, precizni i celosni prostorni podatoci, za site
interesenti.
2. GIS I NEGOVATA PRIMENA
GIS e informacionen sistem koj slu`i za sobirawe, obrabotka, upravuva-
we, analiza, prika`uvawe i odr`uvawe na prostornite podatoci. GIS teh-
nologijata gi soedinuva dostignuvawata od informatikata, geodezijata,
kartografijata, geografijata i nudi podobreni kartografski uslugi,
ovozmo`uva namaluvawe na za~uvanite manuelni kompleti na karti kako i
na tro{ocite za nivno skladirawe i ~uvawe, brz i seopfaten pristap do
geografskite podatoci, podobreni analizi na oblasti, dale~ini, prime-
roci itn., podobra komunikacija preku informacii so javnite korisnici,
podobar kvalitet na uslugite, podobro doa|awe do celta i koordinacija na
uslugite, zgolemuvawe na produktivnosta pri obezbeduvawe na najrazli~ni
informacii, podobrena efikasnost vo a`uriraweto na kartite itn.
Voobi~aenite sistemi koi rabotat so prostorni podatoci se dvodimenzio-
nalni, 2D GIS i trodimenzionalni sistemi za kompjutersko proektirawe
(CAD - Compjuter Added Design). CAD e odli~en za potrebite za koi e
konstruiran, a tie se: pribirawe, konstruirawe, 3D modelirawe so skoro
realni sliki, isto taka dosta se primenuva i za kartografirawe. Posled-
nite istra`uvawa poka`uvaat deka 80% od site digitalni kartografski
proizvodi se konstruirani, ~uvani i diseminirani vo CAD format. GIS
poddr`uva po{irok format na podatoci (vektori, rasteri, DTM, mar-
{ruti i povr{inski oblici).
Koj go koristi GIS? GIS, kako kompjuterski baziran sistem za pribirawe
i operirawe so geografskite podatoci, nao|a primena kaj razli~ni orga-
nizacii i grupi na korisnici (geofizi~ari, hidrografi, komercijalisti,
GIS analiti~ari itn.), koi imaat razli~ni barawa od sistemot i razli~no
nivo na ekspertiza vo GIS, a ~ii{to rabotni podatoci sodr`at geograf-
ski komponenti, (na primer, po{tenski kodovi, ulici, elektorijat, uli~na
oprema, popisni podatoci itn.). Generalno GIS go koristat Vladata i
Lokalnite vlasti, (upotreba na zemji{te, odreduvawe na imotna taksa,

planirawe na proekti itn.), berzite, (hipote~ni procenki, osiguritelen
rizik itn.), trgovcite na malo, (lokacija na proda`niot objekt, demograf-
ski analizi za reklamno pro{iruvawe itn.), agenciite koi se gri`at za
okolinata, (odreduvawe na prirodni promeni, procenka na ekolo{ki prob-
lemi itn.).
GIS e golema baza na podatoci vo koja lokaciite se snimeni kako zbir na
matemati~ki koordinati i informaciite za lokaciite se tabelirani i
povrzani so samite lokacii. Razli~nite tipovi na informacii se smesteni
vo posebni bazi na podatoci ili sloevi (vo eden sloj se nao|aat podatocite
za gustina na naselenieto, vo drug katastarski parceli i sl.). Sekoj sloj
mo`e da se razgleduva samostojno ili vo kombinacija so eden ili pove}e
ostanati sloevi, spored barawata na korisnikot.
Najzna~ajni karakteristiki na GIS se mo`nosta za integracija na infor-
maciite i prisposoblivost kon barawata na korisnicite. GIS integraci-
jata opfa}a: obedinuvawe na prostornite podatoci od brojni izvori (kar-
ti, merewe na terenot, satelitski podatoci), obezbeduvawe so brojni geo-
grafski informacii koi funkcioniraat vnatre vo standardiziranite
softverski ramki i povrzuvawe na prostornite podatoci za objektite i
nivnite karakteristiki vo edinstven koherenten model.
Sovremeniot GIS usvojuva georelacionen model na prostorot za ostva-
ruvawe na vrska pome|u prostorot i podatocite za istiot, a lokaciite vo
GIS se pretstaveni so topolo{ki model na prostorot, dodeka tematskite
podatoci se pretstaveni vo tabeli, kako standardni relacioni bazi.

2.1. Sostav na softverskiot paket
Softverskite paketi na GIS gi so~inuvaat pet komponenti: obrabotka na
vleznite podatoci, skladirawe na podatocite i upravuvawe so bazata na
podatocite, izlezni podatoci i nivna prezentacija, transformacija na
podatocite i interakcija so korisnikot. Obrabotkata na vleznite podato-
ci ja so~inuvaat procesite na preveduvawe na podatocite i kartite vo

digitalen oblik i nivna verifikacija. Rezultatite od inputite mo`at da
se prezentiraat na ekran, vo pe~atena forma, na internet itn.
Transformacijata na podatocite se sostoi vo otstranuvawe na gre{kite od
podatocite ili vo povrzuvawe so drugi podatoci i so niza operacii za
analiza koi mo`at da bidat dodadeni na podatocite vo nasoka na
arhivirawe na odgovorite na barawe na GIS. No, ovie pet funkcii na
upravuvawe so GIS ne garantiraat negovo efikasno iskoris tuvawe.
Pove}eto softverski GIS paketi izvr{uvaat osum osnovni funkcii:
- prezentacija i tematsko kartirawe - mo`nost za pretstavuvawe na poda-
tocite na karta;
- prebaruvawe - sekoj primerok vo datotekata sodr`i ili adresa ili speci-
jalna adresa, ili pak go sodr`i i ednoto i drugoto;
- posebno prebaruvawe - GIS ovozmo`uva postavuvawe na posebni prebaru-
vawa, vo ovoj slu~aj korisnikot mo`e da upotrebi karta kako alat za posta-
vuvawe na baraweto, ozna~uvaj}i pritoa odredena oblast na kartata koja se
prika`uva;
- integracija na bazata na podatoci i a`urirawe - organiziraweto na baza-
ta na podatocite zavisi od toa koj gi vnesuva i koj gi koristi podatocite,
kako i od tipovite na barawata, izve{taite i analizite;
- odreduvawe-obele`uvawe-baferirawe na zonata na fiksna {irina okolu
nekoj objekt na kartata. Okolu objektite koi imaat oblik na to~ka zonata e
pretstavena kako kru`nica, a okolu poligonite zonata e pretstavena kako
pogolem poligon so ist oblik;
- poentirawe na poligonite - e mo`nosta na ,,geoklasificirawe na loka-
ciite (to~kite), vnatre vo poligonot;
- preklopuvawe - ja pretstavuva mo`nosta za prostorno podreduvawe na
objektite na karta na dva ili pove}e sloevi;
- oddale~enost, blizina i analiza na oddale~enosta - analizata na oddale-
~enosta se odnesuva na mo`nosta za ispituvawe na rastojanieto preku kar-
tata.
3. [TO E NIPP (NACIONALNA INFRASTRUKTURA NA
PROSTORNITE PODATOCI)?
NIPP vklu~uva tehnologija, standardi i lu|e potrebni da ja implementi-
raat upotrebata na prostornite podatoci na site nivoa vo dr`avniot, pri-
vatniot, nevladiniot i neprofitabilniot sektor, kako i vo akademskiot
sektor.
NIPP obezbeduva osnovna struktura i relacii pome|u onie {to ovozmo-
`uvaat, kako i me|u onie koi gi koristat podatocite.
NIPP pretstavuva nacionalna strategija {to e vodena od dr`avata koja
kako partneri gi ima op{tinite, akademskiot sektor, kako i privatniot
sektor.
Ako se napravi obid za da se odredi poprecizno definirawe na toa {to e
NIPP, neophodno e vo definiraweto da se sodr`ani podatoci za toa deka
NIPP se sostoi od:
- organizacii i poedinci koi nudat ili koristat geografski podatoci;

- tehnologija koja ovozmo`uva i olesnuva prenos na geografski podatoci;
- samite geografski podatoci.
Najednostavno mo`e da se ka`e deka, NIPP pretstavuva zbir od akcii
preku koi organizaciite i tehnologijata sodejstvuvaat pri kreiraweto,
pristapuvaweto, spodeluvaweto i koristeweto na podatocite za prostorot.
Pri kreiraweto na geografskite podatoci NIPP vodi kon standardiza-
cija na istite so primena na odredeni metodi i tehnologii. NIPP ovoz-
mo`uva pristap do geografskite podatoci, preku prebaruvawe niz bazata
na podatoci i nivno koristewe od strana na site zainteresirani (slu`bite
za javna bezbednost, zdravstvenite slu`bi, katastarot, vodovodot i dr.),
pritoa vodej}i smetka da ne dojde do duplirawe na geografskite podatoci
so {to se za{teduva vreme i pari.
Kako da se izgradi NIPP? Pred sè preku objasnuvawe na pridobivkite od
GIS na Nacijata i na ostanatite mo`ni zainteresirani, so vklu~uvawe na
GIS (negovata upotreba i pridobivkite) vo kurikulumot na Univerziteti-
te, kako i na drugite vospitno-obrazovni i akademski ustanovi, so orga-
nizirawe na seminari i simpoziumi kade lu|eto, koi se zanimavaat so ovaa
problematika i gi razvivaat ideite, }e se sostanat i }e razmenat iskustva,
preku razmena na GIS tehnologiite i razmena na idei, so posebno izgotvu-
vawe na soodvetni internet prostori i forumi, kade bi se odvivale onlajn
diskusii. Pritoa, potrebno e da se formira dr`aven tim za zapo~nuvawe na
vakvata inicijativa so vklu~uvawe i implementirawe na lokalno nivo
preku koristewe na iskustvata od ekspertite, akademskiot, privatniot
sektor, profesionalnite dru{tva i od drugi interesenti spored potre-
bite, a potoa da se pristapi kon fizi~ki razvitok i implementacija na
NIPP i na komponenti {to go so~inuvaat.
3.1. Komponenti na NIPP
NIPP ja so~inuvaat slednite komponenti:
Clearinghouse (prebaruva~ki server);
Metadata;
Ramka (framework);
Standardi;
WEB portal;
GIS server;
Podatoci za prostorot;
Partnerstva i organizacii.

3.1.1. Clearinghouse (
prebaruva~ki server)
Clearinghouse e katalog na podatocite za prostorot i mesto kade se nao|aat
informaciite za bazite na podatoci (metadatata). Clearinghouse pretstavu-
va mehanizam za prebaruvawe i otkrivawe na prostornite podatoci, pri
{to potrebno e da se usvoi prebaruva~ki protokol so cel da se ovozmo`i
prebaruvawe po atributi.
Sopstvenicite na bazi na podatoci treba da se registriraat kako provaj-
deri na podatoci i uslugi.
3.1.2. Metadata
Metadata pretstavuva podatok koj nosi informacija za podatocite i
servisite (podatok za podatocite) i informacija za toa kako da se stigne
do niv. Metadatata gi opi{uva podatocite spored nekolku karakteristiki:
spored mestopolo`bata, izvorot na podatokot, ograni~uvaweto na prista-
pot i sl., spored kvalitetot na podatokot, spored entitetot i svojstvata na
podatocite ({to vklu~uvaat prostornite podatocite, dali se kodirani i
sl.), spored to~nosta itn. Metadatata ja eliminira mo`nosta od duplirawe
na podatocite i gi namaluva tro{ocite za kreirawe na baza na podatoci, a
go namaluva i vremeto za nivno kreirawe.
Metadatata mora da bide standardizirana.
3.1.3.
Ramka (framework)
Ramkata (framework) e zbir na normi i prifateni na~ini na prika`uvawe
na objektite, pojavite, prostorot, odnosite i asocijaciite vo istiot, a toa
pretstavuva podloga za nanesuvawe na brojni drugi informacii.

Kako podlogi mo`at da se koristat razni sloevi na podatoci (karti) na:
hidrologijata (ezera, reki, kanali i sl.), katastarot (katastarski op{tini,
parceli, iskoristenost na povr{inite, zoni i sl.), transportot (pati{ta,
`eleznici, cevkovodi i sl.), vozvi{enijata (konturni linii, visoki to~ki
i sl.), adminstrativnite granici (dr`avi, op{tini, gradovi, sela i sl.),
geodetskite kontrolni to~ki, ortofotografiite itn.
3.1.4. Standardi
Standardizacijata pretstavuva proces na dogovor za prifa}awe na soodvet-
no tehnolo{ko re{enie na zaedni~ki problem. Standardite i normite
imaat posebno zna~ewe za prostornite podatoci vo odnos na razmenata na
podatocite za prostorot i nivnata distribucija me|u korisnicite, siste-
mite i aplikaciite.
Standardite koi se implementirani vo GIS se:
- ISO (International Standard Organization);
- FGDC (Federal Geographic Data Committee);
- OGC (Open GIS Consortium).
NIPP pokraj gorenavedenite standardi treba da gi ispolnuva i slednite
standardi i protokoli:
- HTTP (Hypertext Transportation Protocol);
- W3 (World Wide Web Consortium) Standards;
- SOAP (Simple Object Access Protocol);
- WSDL (Web Services Description Language) and
- UDDI (Universal Description Discovery and Integration).

Pristapot do podatoci za prostorot se ostvaruva preku WEB portalot koj
ovozmo`uva prebaruvawe, integrirawe i pregled na GIS informaciite od
razli~ni izvori (podatoci, aplikacii i internet stranici), istra`uvawe
po `elba, navigacija po karti, spojuvawe na pove}e karti vo edna, kako i
sorabotni~ki interfejs.

Eden od mo`nite na~ini za interakcija preku WEB portalot e sledniot:
korisnikot postavuva barawe do WEB portalot vo HTTP/HTML format. Toj
format WEB portalot go preveduva vo protokol Z39.50/GEO i go ispra}a
baraweto do prebaruva~kiot server. Prebaruva~kiot server mu dava odgo-

4. GIS PRISTAP VO SLU^AJ NA KRIZA
Poradi vizuelnata i prostornata funkcionalnost, GIS tehnologijata ovoz-
mo`uva podobra i pobrza statisti~ka informacija za baraniot podatok .
Vo slu~aj na kriza mnogu lesno mo`e da se utvrdi kolkava e goleminata na
odredena zagadena ili zagrozena oblast i kolku lu|e se nao|aat vo zaga-
denata ili zagrozenata oblast od po`ar, poplava, zemjotres, kontaminacija
so otrovni i radioaktivni materii i sl., kako i da se dobijat informacii
koi oblasti i objekti se najzasegnati (najo{teteni, `rtvi, broj na semej-
stva bez dom, i sl.). Isto taka, mnogu lesno mo`e da se utvrdi kolku okolni
objekti bi poslu`ile kako zasolni{ta (i dali se tie pre~ki za pristap do
mestoto - {to bi ovozmo`ilo brzo iznao|awe na altenativni re{enija i
sl.), i koi se najdobri i najsigurni pati{ta za pristap do zagrozenite
oblasti (vo slu~aj na potreba od evakuacija).
5. POTREBATA OD INSPIRE
INSPIRE e legislativa ~ii nasoki se odnesuvaat na primenata na tehno-
logija, kriteriumi i standardi, kon koi zemjite ~lenki na Evropskata
Unija se obvrzani.
Zo{to postoi potreba od INSPIRE? Nepridr`uvaweto kon INSPIRE
vodi kon mnogu problemi kako, nekompatibilnost na informaciite, nekom-
patibilnost na informaciskite sistemi, fragmentiranost na informaci-
ite, nivno preklopuvawe, nedostatok na koordinacija nadvor od granicite
na zemjata, kako i pome|u nivoata na dr`avnite institucii koi se glavnite

Nadminuvaweto na navedenite problemi e vizijata na INSPIRE. Imeno,
blagodarenie na INSPIRE podatocite za prostorot se sobiraat i za~uvu-
vaat edna{, na nivo kade toa e najefektivno i se obezbeduva nivno ednos-
tavno kombinirawe od razli~ni izvori {irum Evropa. So pridr`uvawe
kon INSPIRE standardite e ovozmo`en lesen pristap na podatocite do
brojnite korisnici, a informacijata koja e pribrana na edno nivo mo`e da
bide koristena pome|u site nivoa. Taka, INSPIRE ovozmo`uva nepre~eno
{iroko koristewe na geografskite informacii potrebni za upravuvawe
na site nivoa, potoa lesno otkrivawe koja geografska informacija e dos-
tapna i odgovara na potrebite za odredena upotreba, kako i pod koi uslovi
mo`e da se dobie i koristi, geografskite informacii se lesni za razbi-
rawe i interpretacija, bidej}i se soodvetno dokumentirani i mo`e da
bidat vizuelizirani vo soodveten kontekst priemliv za korisnicite.
6. ZAKLU^OK
Napredokot na tehnologijata ovozmo`uva se podobri uslovi za prou~uvawe,
obedinuvawe i kombinirawe na site podatoci za prostorot. Toa e ovozmo-

`eno so Geografskiot informacionen sistem koj treba i natamu da se
razviva i usovr{uva vo na{ata dr`ava.
Vospostavuvaweto na infrastruktura na podatoci za prostorot, ili
prostornite podatoci kako {to u{te se narekuvaat, vrz osnova na GIS
tehnologijata vo Republika Makedonija e neophodno potrebno od pove}e
pri~ini. Imeno, GIS tehnologijata ovozmo`uva sobirawe, obrabotka,
upravuvawe, analiza, prika`uvawe i odr`uvawe na podatoci, odnosno
informacii za prostorot, brz i ednostaven pristap do prostornite podato-
ci za site korisnici so {to se podobruva efektivnosta na dr`avnite in-
stitucii i javni organizacii. Nudi podobreni kartografski uslugi i
mnogu drugi podatoci za prostorot i za infrastrukturnite sistemi,
podobrena komunikacija so korisnicite preku informacii, podobar kvali-
tet i koordinacija na uslugite, brzo i lesno obezbeduvawe na informacii,
efikasnost vo a`uriraweto na kartografskite i drugi grafi~ki pretsta-
vi itn. INSPIRE nudi preporaki i standardi kako da se vospostavi
NIPP kako standardizirana struktura na nacionalno nivo. Podatocite za
prostorot na Republika Makedonija, za da bidat del od sistemot na
podatoci za kontinentot Evropa i za celiot Svet, mora da zadovoluvaat
odredeni standardi, a postignuvaweto na toa treba da bide prioritet vo
natamo{niot period.

Jove Dimitrija Talevski e roden 1961 godina. Doktorira vo 1997
godina na Prirodno matemati~kiot fakultet vo Skopje -
Institut za geografija i se steknuva so zvawe docent vo Voenata
akademija vo Skopje. Vo 1999 godina stanuva viziting profesor
na Univerzitetot ,,Sv. Kliment Ohridski Bitola. Denes e
redoven profesor i dekan na Pedago{kiot fakultet vo Bitola.
So stru~noto usovr{uvawe od oblasta na kartografijata vo
Tuluz, Francija se steknuva so sertifikat za zavr{ena specija-
lizacija i so titula ekspert po prostorna kartografija. Be{e

pretstavnik od Republika Makedonija vo Geografskata konferencija na NATO i
PzM vo Brisel. Vo periodot 2001-2004 godina e rakovoditel na proektot Geograf-
ski informacionen sistem za granicite na Republika Makedonija. Kako ekspert
~len e na Komisijata za demarkacija i obele`uvawe na grani~nata linija me|u
Republika makedonija i Republika Srbija, kako i ~len na Komisijata za demar-
kacija i obele`uvawe na grani~nata linija me|u Republika Makedonija i Kosovo.
Aktiven u~esnik e na mnogubrojni seminari, konferencii, kongresi i simpoziumi
vo zemjava i stranstvo. Objavuva pove}e od 60 trudovi od oblasta na geografskata
nauka, voenite nau~ni oblasti i prostornoto planirawe. Avtor e na deset u~ebnici,
prira~nici i u~ebni pomagala.
Milena Pej~inovska e rodena 1982 godina vo Bitola. Diplomira
vo 2005 godina na Pedago{kiot fakultet vo Bitola. Vo 2008
godina go prijavuva magisterskiot trud so naslov ,,Metodika na
formirawe na geografski poimi vo nastavata po zapoznavawe na
okolinata, priroda i op{testvo. Vo 2007 godina e izbrana za
pomlad asistent na Pedago{kiot fakultet vo Bitola po prirod-
ni i op{testveni nauki so metodika, kade od dekemvri 2008 godi-
na e vo redoven raboten odnos. So svoi trudovi ima u~estvuvano
na nekolku nau~ni konferencii.
