The circular economy is an anti-thesis of the present so-called linear model of economy that is characterizes by an absent or weak control of the process of exploitation of natural resources. The technical-technological development leads to increased standard of living of people that is measured by the level of the GDP rate. However, besides the positive effects or the fact that the technical-technological development leads to improved and better standard of living, there is also a negative effect. In other words, that is a widely known process of mass pollution of the living environment that can be measured and compared to proportions of ecological catastrophe. In the research of this paper the accent is put on the law framework considering the responsibility of the polluters for any damage caused or imposed on the living environment, or so-called ecological damage.
