Abstract

The administrative reforms are very important policy steps in the overall public administration reforms today. One of the main goals of the reforms is to gradually eliminate and simplify many processes and procedures that are obstacle for effective and efficient doing business in terms of cost, number of regulations and time for opening, performing and closing business. The administrative burden and scope of regulations for doing business in Macedonia was drastically reduced by administrative reforms that were implemented from 2005 until today.

The principal research objective of the paper is to:

• research and discuss the main areas of admininistrative reform intervention of primary interest to the business community in Macedonia
• make comparative analysis of the administrative reform in Macedonia with the same administrative reforms in Western and Eastern European countries.

The scope of the research in this paper is covering explanation of the abovementioned objective and will depend on the knowledge and available data that exists in the literature and practice about business-oriented administrative reforms in Macedonia and in the Eastern and Western European countries.

For the purpose of writing the paper, we employed a combination of different methodology aspects that are based on:

• content analysis of various governmental documents and research papers that are dealing with business-oriented administrative reforms in Macedonia and European countries;
• using administrative databases and numerical data for the purpose of explaining the research issues; and
• deduction approach will be applied through the content analysis.

The research on Macedonia and comparative analysis reveal the following main results and conclusions:

• from 2005 until today, the implementation of administrative reform is very successful in Macedonia. The results of the reform are very obvious in the last Doing Business Report from 2011 where Macedonia is ranked 38th among 188 countries in the world for doing business;
• the comparative analysis reveals that in the last 5 years the primary concern of many European countries were simplifying and eliminating many procedures and law provisions that impaired the business activities;
• there are still many challenges for the business-oriented administrative reform in Macedonia and Europe. In the future, most of them will be oriented towards improving the business climate in present times of economic crises and increased unemployment in European countries.
